NOTICE TO BIDDERS
The Allen Parish Police Jury will accept bids for the sale of merchantable timber located on Allen Parish Properties.
Bids will be accepted up to the hour of 4:00 PM, Tuesday, September 5, 2023 at the Police Jury Building, located at 602 Court Street in Oberlin, Louisiana, at which time these bids will be opened and read aloud Please call or come by the Allen Parish Police Jury Office building between the hours of7:00 AM and 3:30PM to set a time to look at the timber that is being sold.
Bids may be withdrawn any time prior to the closing time scheduled for receipt. Bids received after the closing time will be returned unopened; otherwise, all bids shall be publicly opened and all bid prices named therein will be read aloud. All bids remain in full force and effect for thirty (30) days following the aforementioned time. Envelopes containing proposals shall be identified on the face of the envelope. The Police Jury reserves the right to reject any and/or all bids, to waive informalities and to award as it might elect.

NOTICE OF SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted by the Police Jury of the Parish of Allen, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Allen, State of Louisiana (the “Parish”), on April 3, 2023, NOTICE IS HEREBY GIVEN that a special election will be held within the Parish on SATURDAY, OCTOBER 14, 2023, and that at the said election there will be submitted to all registered voters in the Parish qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

Shall the Parish of Allen, State of Louisiana (the “Parish”), be authorized to continue to levy a special tax of four (4) mills on all the property subject to taxation in the Parish (an estimated $516,200 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years beginning with the year 2023 and ending with the year 2032, for the purpose of improving, maintaining and supporting the Courthouse and Jail of the Parish?
Said special election will be held at each and every polling place in the Parish of Allen, which polls will open at seven o’clock (7:00) a.m. and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541.
The polling places at the precincts in the Parish are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
The estimated cost of this election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $3,700.
Notice is further given that a portion of the monies collected from the tax described in the Proposition shall be remitted to certain state and statewide retirement systems in the manner required by law.
The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Police Jury Room of the Courthouse, 602 Court Street, Oberlin, Louisiana, on MONDAY, NOVEMBER 6, 2023, at SIX-THIRTY O’CLOCK (6:30) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the results of the said special election. All registered voters of the Parish are entitled to vote at said special election and voting machines will be used.

Notice is hereby given that the Allen Parish Police Jury will meet as Board of Review at 6:30 p.m., Tuesday. September 5, 2023 at the Allen Parish Police Jury Office, 602 Court Street, Oberlin, LA, to hear any and all protests from taxpayers on their 2023 assessments.
The Board of Review shall consider the written or oral protest of any taxpayer desiring to be heard that has filed protests even seven (7) days prior to the final Board of Review meeting. Protest shall be filed in person at the Police Jury office or by certified mail.

Notice is hereby given that Allen Parish intends to apply for a federal grant for operating assistance and/or capital assistance to provide Rural Public Transportation of a non-emergency, ambulatory nature for the FY 2024-2025 program year. The application for assistance is pursuant to the Non-Urbanized Area Formula Program of 49 CFR 5311. Services will generally be between 7:00 a.m. and 4:00 p.m., Monday through Friday, in the area encompassing Allen Parish, Louisiana. Transit services are provided without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act.

A motion was made by Kurt and seconded by Chancy to accept the minutes as typed and presented with the corrections on June 6, 2023, passed.
A motion was made by Chancy and seconded by Glen to accept the June 2023 financial report as presented, passed.
A motion was made by Kurt and seconded by Carl to table the 2023 budget review acceptance to August board meeting, passed.
A motion was made by Glen and seconded by Carl to accept the operations report as presented, passed.
A motion was made by Chancy and seconded by Carl to increase Jonette Westmoreland’s pay by $1.00/hr as per policy for passing all 3 Level 1 tests effective July 16, 2023, passed.
A motion was made by Chancy and seconded by Glen to increase Peggy Kennedy’s pay to $15.00/hr effective July 16, 2023, passed.
A motion was made by Glen and seconded by Chancy to adjourn, passed.
