On the 27th day of July, 2023 at 5:30 p.m. commissioners met in a Special/Regular Session. The meeting was call to order and on roll call the following members of the body were present:

WAIVER OF NOTICE OF AND CONSENT TO SPECIAL MEETING
We, the undersigned do hereby accept notice of this Regular/Special Meeting, waiving and all irregularities in the service of notice and do hereby consent and agree that the Board of Commissioners of the Housing Authority of the City of Oakdale, Louisiana, shall meet at their regular meeting place at 5:30p.m. on the 27th day of July 2023, for the following purposes:
1. To hire general contractor for the 2020 & 2022 CFP grants
To transact any other business that may come before the meeting.

RESOLUTION NO. 2055
WHEREAS THERE IS A NEED, for the Board of Commissioners to approve to hire a general contractor for the CFP grants 2020 and 2022.
BE IT RESOLVED THAT, the Board of Commissioners has approved to hire E.L. Habetz Builders, Inc. as the general contractor for the project funded by the 2020 and 2022 CFP grants.
After discussion Commissioner Snell moved that the resolution be adopted as introduced and read. The motion was seconded by Commissioner Rhines and on roll call the following vote was recorded:
AYES: Snell, Rhines, Johnson
NAYS: None
The Chairman thereupon declared the motion carried.
There being no further business to come before the meeting Commissioner
Johnson moved that the meeting be adjourn, which motion was duly seconded by
Commissioner Rhines and carried by unanimous vote.
The Vice Chairman thereupon declared the meeting adjourned.

Called to order at 6:15 was a Public Hearing to discuss the City of Oakdale’s 2023 millage rates. No comments were made.

a. Present: Recording Secretary Alison Doyle, , Mayor Gene Paul, Councilman Ervin Willis, City Clerk Paul Abrusley, Councilwoman Cassandra Allison, Councilman Douglas and City Attorney, Ray Rush. Councilman at Large George Ashy, absent.

b. Four Winds Tribe requests to enter an agreement with the city to use city jail space if needed. The council, city attorney, mayor and Chief of Police asked that the contract be more detailed and be presented next month. A motion was made by Councilman Smith, second by Councilman Douglas. 4/5, 1 absent.
c. Request to deem property and assets of the city as surplus and request to have a live auction on September 23, 2023, at 9:00am at the city barn. A motion was made by Councilwoman Allison, second by Councilman Smith. 4/5, 1 absent.
7. Eureka Wade, Permit Clerk, presented mobile home variance for Charlisa Allison to place a mobile home at 1105 Oliver Street. A motion to approve was made by Councilman Douglas, second by Councilwoman Allison. 4/5, 1 absent. Mrs. Wade presented another mobile home variance for Patricia Turner to be placed at 613 Garner Street. A motion to approve was made by Councilwoman Allison, second by Councilman Smith. 4/5, 1 absent.
8. City Attorney Ray Rush
a. Re-discuss prepared ordinance (1508) pertaining to food trucks and/or vendors – A motion was made to approve for ordinance to be advertised and completed to present to council for adoption by Councilwoman Allison, second by Councilman Smith. 4/5, 1 absent.
b. Discuss amended ordinance (1507) prohibiting Recreational Vehicles and/or campers to be used as dwellings inside the city limits – A motion was made to approve for ordinance to be advertised and completed to present to council for adoption by Councilman Smith, second by Councilwoman Allison. 4/5, 1 absent.
c. Discuss the amended ordinance (1511) pertaining to solicitors, peddlers, and transient merchants needing a permit to engage in sales of any kind in the City of Oakdale – A motion was made to approve for ordinance to be advertised and completed to present to council for adoption by Councilman Smith, second by Councilman Douglas. 4/5, 1 absent.
9. City Clerk Paul Abrusley presented for approval the resolution to adopt the 2023 millage rates. Passed unanimously with 1 absent.
City Clerk presented the monthly report card.
10. Mayor’s Secretary Alison Doyle asked for approval to advertise and sell 10 adjudicated properties in Oakdale. A motion to approve was made by Councilman Smith, second by Councilman Douglas. 4/5, 1 absent.
11. Police Chief Chad Doyle
a. New Hire to the Police Dept was Jalen Melbert as part time patrolman. A motion to approve was made by Councilwoman Allison, second by Councilman Smith. 4/5, 1 absent.
b. Promotions for the Police Department were approved promoting Kevin Johnson and Reginald Philson to Lieutenant. A motion was made by Councilwoman Allison, second by Councilman Douglas. 4/5, 1 absent. A motion was made to approve Winston Lambright and Caleb Laborde to Policeman First Class, by Councilman Smith, second by Councilwoman Allison. 4/5, 1 absent.
c. Chief’s Monthly report was given.
12. Fire Chief Eric Maricle
a. Chief’s monthly report was given.
b. Chief also gave update about the citizens not receiving first responders due to the fire dept not being notified through the 911 system.
13. ADD ON Angela Spears, Yum Yum’s Daiquiris request to be open on Sunday, September 3, 2023, for the first LSU game of the year. No motions were made to approve. Motion was made to disapprove by Councilman Smith, second by Councilman Douglas. 4/5, 1 absent.
14. Adjourn – A motion was made to adjourn by Councilman Smith, second by Councilwoman Allison. 4/5, 1 absent.
