RFQ FOR PROFESSIONAL ENGINEERING SERVICES
The Allen Parish Police Jury of Oberlin is applying for a grant under the Louisiana Disaster Recovery Community Development Block Grant Program for the purpose of performing capital improvement projects in compliance with grant guidelines. The Allen Parish Police Jury of Oberlin is interested in procuring the services of an administrative consulting firm and an engineering consulting firm to prepare the application package and to administer and implement the project if it is successful in being funded. Consultants capable of providing both services are preferred and encouraged to apply to provide both services.
The procedures for the selection of this firm will be in accordance with the procurement requirements of the Disaster Recovery CDBG Program. All responses received will be evaluated in accordance with the selection criteria and corresponding point system that is identified in the request for proposals package. That package also identifies the scope of services to be performed by the selected firm.
The Allen Parish Police Jury of Oberlin will award the contract to the respondent obtaining the highest score in the evaluation process.
Interested parties are invited to secure a proposal package from SHIRA BENNETT at 602 Court St Oberlin, La 70655. The response to this request must be hand-delivered or mailed to the named person at the above name address in such a manner that it is received no later than 4:00 p.m. on 8-28-23.

The Allen Parish Police Jury met in regular session at the Police Jury Administration Building, Oberlin, Louisiana, July 6, 2022 at the hour of 6:30 p.m.
Present: Anthony Hebert, Allen Courville, Heath Ardoin, and John Strother. Absent: Chad Sanders, Creig Vizena, and Ruffin George, Jr.
Motion seconded and carried to go into session.
The Lord’s Prayer was said followed by the Pledge of Allegiance.
Motion seconded and carried to accept the minutes of the meeting held June 5, 2023.
The Finance Committee had the following recommendations:
1 Approve to pay Southern Tire Mart $5,266.73 for tires for the grader and a tractor for RD2.
Motion seconded and carried to accept the recommendations of the Finance Committee.
The Road Committee had the following recommendations:
1) Approve a JSA with the City of Oakdale for grass cutting, pothole patching and trash pick up for the month of July, 2023.
Motion seconded and carried to accept the recommendations of the Road Committee.
Motion seconded and carried for the purchasing agent to take necessary action for fuel, materials, and supplies for the month.
Recognized Steve Derouen to discuss the 2022 audit.
Motion seconded and carried to table the discussion and consideration to adopt a resolution allowing the Allen Parish Library Board members to be paid $100.00 a meeting per diem from the Library Funds.
Motion seconded and carried to approved the appointment of Robert Brandon on the Allen Parish Hospital Board to complete the term of Mr. Ernest Sickey.
Motion seconded and carried to reappoint Mrs. Brandi Croxdale to the Recreation District #6 Board of Directors.
Motion seconded and carried to approve to hire Logan Gradney full time to RD1 contingent upon meeting hiring requirements.
Motion seconded and carried to approve to award hometown Revitalization and Resilient Communities Infrastructure Program Grant Consulting and Engineering to Meyer, Meyer, LaCroix and Hixson.
Recognized Mrs. Sonnier to present the monthly inmate report. Expenses for the month of June 2023 totaled $26,475.59. We are over budget $1,642.25 for the month and over budget $7,188.91 for the year. Currently there are 80 Parish and 15 DOC.

Early Notice and Public Review of a Proposed
Activity in a 100-Year Floodplain
This is to give notice that the Coushatta Tribe of Louisiana has determined that the following proposed action under the Tribe’s HUD ICDBG-ARP Program is located in the 100-year floodplain, and the Tribe will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management.
The funding will be used to construct a new Education Center utilizing HUD ICDBG-ARP Funding. The project will provide the Tribe with a facility to provide the following, but not limited to, services: K-12 education programs, kids tutoring, college student research opportunities, elderly programs, and medical services, if necessary.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
Written comments must be received by the Coushatta Tribe of Louisiana at the following address on or before August 18, 2023: Jonathan Cernek, Chairman, 1940 CC Bel Road, Elton, LA 70532. CALL TO ORDER: A quorum being present, the meeting was called to order by Chairman Dr. Mike Karam. The prayer was led by Adagria Haddock, and all participated in the Pledge of Allegiance.
ROLL CALL: Those present for the meeting were: Dr. Mike Karam, Odessa House, Wilma Hargrove, Angela Hayward, Martha Turner and Keith Guillory. Bettye Clement was absent.
APPROVAL OF JUNE 27, 2023 MINUTES: A motion was made by Keith Guillory and seconded by Martha Turner, to accept the minutes as written. A unanimous vote was had.
2022 AUDIT REVIEW: A motion was made by Keith Guillory and seconded by Wilma Hargrove, to accept the 2022 Audit Review as presented by Coy Vincent of Gragson, Casiday and Guillory. A unanimous vote was had.
DISCUSSION OF NEW HOURS: A motion was made by Keith Guillory and seconded by Wilma Hargrove, to change the hours of operation of the Administration office to Monday thru Thursday, 8am to 3pm and Friday from 8am to 12pm (noon). A unanimous vote was had.
APPROVAL OF DIRECTOR’S REPORT: A motion was made by Keith Guillory and seconded by Wilma Hargrove, to approve the Director’s report. A unanimous vote was had.
APPROVAL OF FINANCE REPORT: A motion was made by Keith Guillory and seconded Martha Turner, to accept the Finance Report as written. A unanimous vote was had.
