VILLAGE OF REEVES
NOTICE OF SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted by the Board of Aldermen of the Village of Reeves, Louisiana (the “Governing Authority”), acting as the governing authority of the Village of Reeves, Louisiana, on February 3, 2021, NOTICE IS HEREBY GIVEN that a special election will be held within the Village of Reeves, Louisiana (the “Village”) on SATURDAY, OCTOBER 14, 2023, and that at the said election there will be submitted to all registered voters in the Village qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following propositions, to-wit:
Proposition 1.
Shall the sale of beverages of alcoholic content containing not more than six percent alcohol by volume be permitted by package only and not for consumption on the premises in the village of Reeves, Allen Parish, Louisiana?
Proposition 2.
Shall the sale of beverages of alcoholic content containing not more than six percent alcohol by volume for consumption on the premises be permitted in the village of Reeves, Allen Parish, Louisiana?
Proposition 3.
Shall the sale of beverage alcohol containing one-half of one percent alcohol by volume and above for consumption on the premises be permitted in the village of Reeves, Allen Parish, Louisiana?
Proposition 4.
Shall the sale of beverages of alcoholic content containing one-half of one percent alcohol by volume and above be permitted by package only and not for consumption on the premises in the village of Reeves, Allen Parish, Louisiana?
Proposition 5.
Shall the sale of beverages of high and low alcoholic content be permitted only on the premises of restaurant establishments which have been issued an “R” permit as defined by law in the village of Reeves, Allen Parish, Louisiana?
The said special election shall be held at the polling places for the following precinct(s), which polls will open at seven o’clock (7:00) a.m. and close at eight o’clock (8:00) p.m. in accordance with the provisions of La. R.S. 18:541, to wit:

The polling place at the precinct set forth above is hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
The estimated cost of this election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $6,500.00.
The said special election will be held in accordance with the applicable provisions of Chapter 5, Chapter 6-A and Chapter 6-B of Title 18 and Chapter 3 of Title 26 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18: 1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, Village of Reeves Town Hall, 18370 Hwy 190, Reeves, LA 70658-0119, on MONDAY, NOVEMBER 13, 2023, at SIX THIRTY O’CLOCK (6:30) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the results of the said special election. All registered voters of the Village are entitled to vote at said special election and voting machines will be used.

The regular meeting of the East Allen Water District was called to order at 5:30 June 12, 2023.

A motion was made by Steven Manuel and second by Clinton Robinson to accept the minutes read by Gloria Carrier of the meeting held on May 8, 2023. Motion passed.
A motion was made by Philip Bertrand and second by Avery Victorian to accept the financial statement. Motion passed.
A motion was made by Steven Manuel and second by Avery Victorian to give McKinley Storer a $1.00 an hour raise and Steven Taylor a $1.50 an hour raise. Motion passed.
A motion was made by Gloria Carrier and second by Philip Bertrand to pay bills. Motion passed.

Chairman Keys called the meeting to order at 4:30 p.m. The Pledge of Allegiance was said by all.
Motion by Papillion, seconded by Welch to approve and dispense with the reading of the minutes from the May 9, 2023 board meeting. Motion passed.

The meeting was called to order by President Logan Hamilton at 6:02 p.m. He led the Board in prayer and Pledge of Allegiance was said by all.
Katrena motioned to accept the previous meeting minutes as read and April seconded the motion. Motion carried.
Adam updated the Board on Well 6. He stated that the water district is still waiting on the new motor. He is hopeful it will be in within the next week or two. We will remain on the rental motor until the new one arrives.
The Board reviewed & discussed the Financial Report. Gary made a motion to accept the Financial Report and pay all bills submitted and Katrena seconded the motion. Motion carried.
Adam reported on the water system. Buck booster equipment has been installed. We are waiting on assistance with programming. He also stated that with the dry weather conditions the system is experiencing water line failures. This is not uncommon in the dry summer months. We are still waiting on the three new trucks to come in.
April made a motion to adjourn the meeting at 6:40 p.m. and Reggie seconded the motion. Motion carried.

Motion to dispense with the reading of the minutes from June 5, 2023, and approve them as distributed made by Councilwoman Tunwar, second by Councilwoman Sonnier. Vote: 4-0, passed.
MAYOR REPORT: Mayor LaFargue asked council to consider changing the date of the September council meeting due to the Labor Day holiday. After some discussion, a motion was made.
Motion to change the September council meeting to Tuesday, September 5, 2023 at 6:00 p.m. made by Councilman Nevils, second by Councilwoman Sonnier. Vote: 4-0, passed.
Mayor LaFargue opened the public hearing regarding Ordinance No. 879, an ordinance enacting Article III of Chapter 20 of the Kinder Code of Ordinances related to the sale of adjudicated property. There being no public comment, the public hearing was closed. Mayor LaFargue asked the council to consider adopting Ordinance No. 879. After some discussion, Councilwoman Tunwar asked to table the adoption of Ordinance No. 879 so that she could have time to read through the ordinance.
Motion to table agenda item 8.b. “Consider final adoption of Ordinance No. 879” until the August 8, 2023, council meeting made by Councilwoman Tunwar, second by Councilman Nevils. Vote: 4-0, passed.
ENGINEER REPORT: Wesley Miller gave an update on several ongoing projects. He reported that construction on the WWTP Improvements Project (Water Sector Grant) has started. He also reported that we are just waiting on word from the State for the Louisiana Watershed Initiative Grant for drainage in the Nixon addition and waiting on award information from the State for the LCDBG and Capital Outlay grant applications, both for street overlay.
TOWN CLERK REPORT: Traci Fontenot asked the council to consider adopting Resolution No. 2023-06 setting the millage rates for the tax year 2023.
Motion to adopt Resolution No. 2023-06 to levy the General Alimony (4.68 mills) and the General Purpose (10.00 mills) property taxes for tax year 2023 made by Councilwoman DeWees, second by Councilwoman Tunwar. Vote: 4-0, passed.
With no further business to discuss, the meeting was adjourned.

Port Arthur Pipeline Louisiana Connector Amendment Project
Newspaper Notice
Please take notice that on July 14, 2023, Port Arthur Pipeline, LLC (“Port Arthur Pipeline”) filed with the Federal Energy Regulatory Commission (“Commission”) an application to amend its authorization pursuant to Section 7(c) of the Natural Gas Act (“NGA”). Port Arthur Pipeline is seeking a limited amendment to the existing authorization issued by the Commission on April 18, 2019, in Docket No. CP18-7-000 to construct and operate an additional new natural gas pipeline system designed to transport up to 2,000,000 MMBtu of natural gas per day to serve as another source of feed gas for the Liquefaction Project (Louisiana Connector Project). Through this Amendment Application, Port Arthur Pipeline is requesting authorization to make minor modifications to the approved Project that will improve construction efficiencies and reduce environmental impacts.
Port Arthur Pipeline respectfully requested the Commission grant authorization of this amendment request by March 21, 2024.
The Commission has assigned docket number CP23-513-000 to the Amendment Application. The Amendment Application is on file with the Commission and available for public inspection.

More specific descriptions of the nature and location of Port Arthur Pipeline’s proposed Amendment are set forth in the Amendment Application, as filed with the Commission and available for public inspection.
