The Allen Parish Police Jury (APPJ) held its first meeting of the year on Monday evening. With several items on the agenda jurors got down to business as usual. The meeting was opened with a public hearing to approve the 2021 budget. With no one from the pubic present to object, a resolution was adopted to accept the budget.
The jury heard and approved the recommendations from both the Finance and Road committees. They also approved the airport to purchase fuel, materials and supplies for the month of January 2021.
The Finance Committee requested:
•To approve to pay $4,500 to Grademaster for an 8’ box blade for road district five.
•To approve to pay $2,000 to Donald Perkins for repairs to a motor grader for road district two.
•To approve to pay CLM Equipment $2,511.18 for parts to repair a motor grader for road district two.
•To approve to pay Simmons Tractor and Hardware $2,499.12 for repairs to a tractor for road district one.
•To approve to pay Doggett Machinery $2,926.52 for repairs to a backhoe for road district two.
•To pay CCMSI $147,079 for worker’s compensation for 2021.
The Road Committee requested:
•To approve a joint service agreement (JSA) with the City of Oakdale for grass cutting, pothole patching and trash pickup for the month of January 2021.
•To approve a JSA with the Allen Parish School Board for manpower, material and equipment to repair a bus turnaround on Tinker Mahaffey Road and to repair the gym parking lot at Oberlin High School.
Sealed bids for white goods were opened. The jury only received one bid from Willis Bailey in DeRidder for $30/ton. The jury accepted this bid. Last year the jury received $33/ton.
The jury president Tony Hebert read the announcement for a public hearing at the February 1, meeting for renewal of ad valorem taxes for road districts one, two and three.
The jury approved new hires and board appointments/resignations. They approved to hire Adam Williams full-time for road district two at $12 per hour. They accepted the resignation of Kevin Willis from the Allen Parish Water District and appointed Thomas Savoie to complete his term which will end April 4, 2024. Joey Caldarera was appointed as Constable for Ward Two.
The jury approved a CWEF grant application for $3,000 for West Allen Parish Water District to install new water main valves. They also approved for the Bayou Blue Gravity Drainage District No. One to apply for FEMA funding for Hurricane Laura and Delta. President Tony Hebert was approved to enter into an agreement with DOTD to replace Carpenters Bridge and Reeds Bridge. This will be paid for 100 percent by the DOTD.
The jury authorized to advertise parcel number 8220001958 in Kinder for sale, for a minimum of $21,000 with a $250 deposit.
The inmate housing report was read. There were 46 parish inmates, 13 Department of Corrections inmates and 82 Federal inmates. The budget for the month was $17,300. Actual expenses were $14,650.86. This put them $2,649.14 under for the month and $67,673.83 for the year.
